Personality: Royce, at his core, is an artist. Not an artist like Red, not a singer, but a painter, with the whole city as his paintbrush. He knows how to manipulate things, but not people as well - that's what Grant was good at, not him. Fiddling with things, though - that's his area of expertise. He loves to create, but destroying is less in his plan.
Royce is somewhat of a paradox in this way - while his work may change quickly, Royce is dedicated to seeing things through, even if they turn out badly - and he has to destroy what he did in order to create all over again. And while he might seem misguided to someone due to belonging to a group that's essentially killing people for their skills, Royce and the others in the Camerata truly believe in their philosophy. Royce mentions that he's been Grant's friend for a long time, which is how he was drawn into the Camerata thing in the first place.
Grant appreciated Royce's work, supported his endeavors, and it's likely that the younger man felt somewhat indebted to someone with so much power politically who was willing to allow his work to continue. Considering that he doesn't really talk about other people much over the course of the game, the fact that he sounds almost fond when he asks (rhetorically) if Grant and Asher have 'gone ahead without him' seems to indicate that he was at least somewhat close to Grant given their friendship and at least somewhat on good terms with Asher. He doesn't speak of Sybil at all, indicating that either he doesn't like her or that he just has nothing to say about her.
"When everything changes, nothing changes." His work was change, was what the citizens of Cloudbank requested. Parks and homes, entertainment buildings and restaurants, whatever they wanted, he made. No one sat down to look at his work, they just kept demanding more and more buildings and the destruction of the old ones. He cares deeply for his work, gets involved with it. He's clearly not the public relations side of the Camerata, but he's the scientific mind behind it. He dives into his work and does what he thinks people want. Everything is his work - until he realized that people didn't really care about him and only cared about what he made.
Royce comes off as somewhat awkward due to his speech patterns and his tendency to behave somewhat dispassionately. This lack of passion is due to him removing his feelings from his work as much as he can, since by the time he'd finished giving Cloudbank what it asked for it always wanted something else. Everything changes, but nothing changed, because it was all the same thing over and over again in different permutations. The speech patterns - slow, stilted, trailing off, repeating - are either part of his core personality or due to work with the Process. The only time he's heard speaking with passion is when he's pleading not to be processed and stretched to his breaking point. In matters unrelated to the Process, however, he comes off as awkward, but somehow cool in temperament due to his appearance and status.

Curiosity is one of his major vices. He found the Process (or it found him) while he was wandering the city in an almost fugue state. It was what allowed him to manipulate the city even more effectively than before. And even once he found it, he kept tinkering and tinkering until it all went wrong. In text he's more excitable and his curiosity is more evident than his usual monotone will allow. His passions lead him, even if they're not expressed very much verbally.
It's worth noting that he also seems fairly open. As far as can be figured out, he never did lie about anything to Red at all. He thought of them as being on the same team. He never tried to trick her, which suggests either that he knows she's too smart for that or that it's simply not his style, and evidence suggests the latter. He doesn't really have a reason to lie about anything - considering how reclusive he is he seems to just not tell people things rather than outright lie. His notes on the Process are less 'complete thoughts' than they are 'excited notes to self for later'. He seems to be the sort of person who has a hard time getting out his own words to other people and more muses out loud for his own benefit, rather than for explanations to others.
He doesn't really mind what people call him, as long as he has space to do his work. That's all just… fine. Just fine. Hero, villain - he's well aware of his actions and is willing to make amends for them. One of the only things he regrets about the whole mess is that things got out of control. People were going to be basically killed, but that didn't matter as long as they could accomplish something for the good of the entire city. He wants to rebuild, though the question of 'with whom' is unanswered. He doesn't seem to take into account the fact that other people are actually people and not variables to be manipulated for the sake of an experiment or a goal. When he and Red seem to be the only people left in Cloudbank, he doesn't even seem to care. The idea of going back to a city without people doesn't seem to bother him at all - in his mind it's just a blank canvas for him to paint on without the interference of other people.
Strengths/Weaknesses:
+ Technical knowhow. While Cloudbank is clearly an advanced city (or possibly a computer simulation), Royce goes beyond simple painting of the sky and paints the city. He knows how to manipulate the forces around him, bending them with genius and determination. He also built a robot proxy that can float and fly, so he's definitely good with smaller things, too.
+ Engineering/Mathematics. Related to the above and outright stated in his file. While it's not detailed just how good at engineering and math he is, it's enough for him to have once been one of the most respected architects in the city.
+ Athleticism. While not shown off terribly well, he's quick and not an easy target to hit. Fitting, given that he's the final boss. While some of this may be due to the Transistor (it's unclear just how heavy it is), he still hops around fairly well.
+ High intelligence. On the whole, Royce is just smart, plain and simple. Give him a project and he'll work at it until it's done, and he'll find a way to do it no one else has thought of.
- Lack of presence. Royce is not the most commanding figure. The thin body combined with probably less light than is healthy leaves his physical presence somewhat lacking. This causes a problem if he's trying to convince someone of something, since he doesn't look like he has the strength to back up anything.
- Distractedness/speech pattern. Royce trails off in his sentences a great deal, and repeats himself. This trait ranges from 'kind of adorable' to 'frustrating', quickly.
- Smoking. I had to mention it here. Royce smokes, though we don't know how much. Either way it's probably a bad idea to deprive him of cigarettes.
- Susceptibility to the ideas of others. While this might be a good thing in some people, in Royce it sends him into workaholic mode until he comes up with what he thinks people want - and gets disheartened if he finds out that it's not really what they want.
- Emotional distance. As a result of the above, he removes his feelings from work in an effort to not be hurt.

This place, this… town. It reminds me of home. Vibrant, buzzing with life… but stable. Stable is good, it's very good, because it means people are happy with what they have.
[Some smoke drifts into view, and there's an irritated mechanical buzz. Someone's partner doesn't like smoke.]
It's small, though. So small… it'd be interesting to see where it goes from here. After all, there's… no way back. Even if there were, some of us might like staying here more.
[The camera flips back to Royce, who now has a lit cigarette in his hand. His Magnemite hovers near him, rolling its eye. It doesn't get why Royce has to do this.]
As an… aside… anyone with some more information about the Steel type, I'd… I'd like to talk to you. I'm curious about their biology. I don't intend to… cut them up, or anything like that. Just curious, always curious.
I suppose I need to branch out more, but… one thing, one step at a time, right?

Royce was not the sort of person who liked to move quickly if he didn't have to. It wasn't that he was lazy - just the opposite, in fact. No, he thought it was too important to examine everything before moving on, explore every possibility. He'd taken part in a few battles against other trainers, but he'd spent more time researching the various elemental types than doing any actual battling.
Magnemite floated along with him, somewhat exasperated. It couldn't exactly tell Royce that what he was doing was wrong, but it did want to move on a bit. Walking down the street, Royce seemed about ready to go himself, given the fact that they'd stopped at a few shops. Magnemite buzzed insistently at Royce, floating in front of his face. The man blinked in surprise, before nodding.
"You want to move on, you want to keep going… I can understand that. Don't be so hasty, though. This place is new to me still."
It buzzed again, sparks flying from its magnets. It had been in this world since it was born, it didn't need to examine everything.
"… All right. We can go, we can proceed, we can keep moving. We… don't have to be here tonight. We can spend it on the road. It could be… well. It could be quite interesting, don't you think?"
Magnemite rolled its eye at him. Why did it get stuck with the weirdest trainer? Royce just nodded and reached out to pat his partner. Such an interesting, interesting creature. He'd have to keep an eye out for other very interesting ones. All of these Pokemon were fascinating, but the ones that looked like they were made of non-organic material were the most fascinating of all. They reminded him of the Process, before it started going out of control. Small, generated creatures that seemed to not exist in the realm of possibility, but they did.
Magnemite tugged itself away, floating down towards the road. 'Let's go', it seemed to say. Royce nodded again, and followed it.
